Lived in South Korea and Indonesia for 1 year, respectively. People in both countries chemically relax their hair. Specifically, the supermarket shelves in Indonesia (and TV commercials) are filled with chemical hair straighteners and bleaching creams (many of these products supplied by western MNCs). I find the suggestion about 'Indians not relaxing their hair unless they've possibly had contact with "ethnic" communities that relax' very hard to believe. Furthermore, last I checked Indians counted as "ethnic".
