Well, everybody's mileage varies, of course, but my understanding is that most people are applying the oil after steaming their faces lightly with a hot, damp washcloth.

Also, in nursing school we were taught that oils and creams shouldn't be applied to dry skin, but to moist skin, as they will help seal water in the skin, where it's needed. Not having enough water in your skin leads not only to dryness, but also to itchiness. Despite what cosmetics and personal care product manufacturers would have us believe, water is moisture, oils and creams are emollients.
