It seems to me that you just want your hair to curl, but what if it doesn't?

Perhaps you want to work on the dryness before you start worrying about curls. Hair tends to look it's best when it's well moisturized. curly_cassy mentioned that you may want to consider trying out a cone free regimen to see if that is the problem.
