Hi Cyndi - my daughter is 4 years old, most of her skills (including language comprehension is at about a 3 year old level) but expressive speech level is probably closer to 2.5 years old. She has only just started putting 2-3 word sentences together but they tend to be what our SLP calls "chunks" (not sure if that's the scientific term for it lol). So she has template sets of words and tends to vary one or two words based on the scenario.
