I think it's perfectly appropriate. It wouldn't look good on me so I'd never wear it but on the right person I think it would be exciting and flattering. It's very fashion forward. Your SO may be used to more subdued dresses but if you can carry it off, it will be a standout.
Are your reasonably tall and slim?
I'd avoid this color/pattern if you are a redhead.
Keep accessories simple. Maybe silver hoops.
If you answered all the above correctly (LOL) - go for it! It looks like a dress someone would wear who loves to have fun.
