Since it's curling so close to the roots, probably 3a, possibly some 2c.
I've actually been playing around with Curl Keeper lately with really good results. Used alone it's a soft hold but reduces frizz, increases shine and defines curls. If I need a little extra hold I use a very small amount of a thin gel like Biotera mixed right in with the Curl Keeper. And I used Curl Keeper this week with minimal frizz during the current NY heat wave (dews were 69 at 10:30 this morning, temp was 87).
