Help with winter frizz!

I need help!
I live in Ottawa, Canada, where the winters are cold and slightly humid (although you don't feel it when it's -20C outside!). My hair is very frizzy right now and I suspect it's my curl enhancer that's making it so, although it works great in summer and fall. I've tried to do a deep conditioning treatment, use an ACV rinse once a week, and a protein treatment once a week as well, but can't get rid of the frizz.

Should I be using a humectant or anti-humectant in this type of weather?

It's not so much the humidity as the dew points you have to pay attention to. Typically anti-humectants work well when the dew point is below 35 or so. Right now the dew point in Ottawa is -11 even though the humidity is 38%. I had a heck of a time finding a conditioner I liked without humectants and wheat (I can't have wheat in my products), but someone told me that if I seal my hair with oil after washing but before applying styling products, that I'd be fine. I've been sealing with an olive oil based leave in conditioner and it's worked pretty well. So right now I use deva care low poo, deva care one condition (for rinse out), regis olive oil leave in conditioner, herbal essences totally twisted mousse, and aussi instant freeze gel. In the higher dew seasons, I use AG Recoil and As I Am curling Jelly instead of the mousse and AIF.

Does it also feel dry? Low dews combined with products with glycerin can have disastrous results!

When does it get frizzy? While applying stylers? After it's dry?

Thanks for the info.

No, it doesn't feel dry. It feels nice and soft. It gets frizzy when it's completely dry. I usually wash my hair at night and dry it. Then in the morning I spritz with water until hair is very damp, scrunch in a curl enhancer, then diffuse until about 70% dry.

Of course, I'm sure that wearing a hat doesn't help, but it's -25C here, so I don't have much choice! :)

Maybe try adding some product along with curl enhancer? I live in alaska and usually I can get ok 3rd day hair but yesterday my hair was awful and it was only second day hair. I didn't apply my mousse on the second day and my hair frizzed like crazy!
