Canopy Frizz Help Needed

Hello! It's been a while since I've visited this site - I had a baby and put my curls on the back burner. After searching through threads here I've finally found out what my hair is suffering from. Canopy Frizz! The top layer all around my head is limp, frizzy and practically straight. Underneath, are beautiful curls. I know I'm guilty of damaging my hair from straightening it so much with the flat iron. I want to put my "straight" hair supplies down and go back to curly products and get my hair healthy. Are there any hair twins out there? I feel like I'm a newbie all over again! Any advice is greatly appreciated. :-)

I got blonde hi-lights last week.

Products & process: (just started back up this week!)
Deva No Poo once a week
Deva One Condition daily/every other day
Deva Heaven in Hair once a week
I plop with a t-shirt then put about a dime size of Angel
Air Dry

Trader Joe's Mint Tea Shampoo every 3/4 days
Trader Joe's Nourishing Conditioner
Deva One Condition LI or Shea Moisture LI
Herbal Essences Totally Twisted Curl Creame
Plop about 20 minutes
Clip roots
Air Dry

Lavender Mist as needed to revive curls
Pineapple at night
I don't know if your cg or not but if you are have you checked your old straightening products for silicones? Maybe do one last sulfate wash if they had silicones. Then i would try a light protein treatment to start to test if your hair likes it, which will help 'rebuild' the hair after hear damage. Lots of low porosity people are protein sensitive, you will know if you are if your hair feels hard after the treatment even when wet i believe, but you don't know until you try. Google the gelatin treatment, so cheap and works for me. Then follow it up with a deep treatment to pump moisture back in see if that helps.
I am a cg, just haven't been practicing it very well this past year. I've been coloring it (Nice and Easy) and straightening it a lot. It's taken a toll my curls and it's that top layer that really shows it the most. I've stopped coloring it since this fall and am hi-lightening it at my salon.
I got the Shea Moisture Products and do have Joico Keratin treatment I can use. I used Keratin a lot this winter and it didn't seem to bother my hair too much. I imagine a little patience will help also.
