It means to apply a small amount of oil to your hair and work it in well. I will put a drop or two of oil on my hand, rub my hands together, and then finger comb half my hair. Repeat on other side, and as necessary until I've applied enough oil. If you have denser, curlier, or more porous hair, you may need more oil and it may be easier to apply if you section your hair. It doesn't take much oil at all and it's better to err on the side of too little so your hair isn't greasy. You may want to do it on dry hair at first to get a feel of how much oil your hair likes. Some people can even forego conditioner altogether and just use oils.
