Ethnicity is not defined by the color of your skin or hair for that matter. It has to do with your entire genetic makeup & similar physical traits from humans in each region.
Biracial hair still goes by hair properties: porosity, thickness, density, etc. Are those determined by genes? Sure. They're also determined by things like whether you color your hair or not. I agree with RedCelticCurls This ethinicity stuff is pretty pointless since there are other factors that demystify the whole deal.
