Have u tried the pediatrician? Local Clinic? School nurse? Walgreens take care clinic? It could be something other than dandruff or itchy product build up... I worry sooo much when kids are involved.... And if it is dandruff, excuse me for the freak out. I hope your little sis feels and gets better
