Sounds like your porosity might be on the high side of normal (definitely not low). The best suggestion I have for keeping moisture in is to seal the hair with an oil - this is usually done after your LI and before your other styling products. I can't remember what your texture is; if its fine, you'll want to use a lighter oil that won't weigh down your hair. I like apricot kernel, grapeseed, or sweet almond, or EO serum (a mixture of oils). This has really helped me keep my hair, particularly the ends, moisturized.
And, fun little coincidence, I grew up in Ketchikan, AK from age 4-10; average rainfall is something like 13 feet. Moving to dry Colorado was a big shock to my hair!
