Mm, the best advice I have is long-term: that layer needs to be kept longer. Basically, those curls will need more weight to hang down more like your waves. Make sure your haircut works with your differing curl patterns. In your case, a dry cut that allows your stylist to better see how your curls shrink up might be best.

You mention olive oil treatments. I notice my hair hangs and seems to have more weight to it when I do an oil treatment. (I use coconut oil.) I really like that effect! If you notice an improvement when you do oil treatments, make sure to do them as often as necessary so you can enjoy your hair. Maybe try pre-pooing with oil for an hour before you shower? Just to get oil into your routine as conveniently as possible.

Using stronger hold products on that curlier layer might also be helpful. HTH!
