I know people who have very tiny builds/frames who have to wear clothing from the children's departments due to their small stature who are being told that they are over weight, based on body fat percentage, by their employer. It is ridiculous. Some have to drop pounds to comply or their insurance coverage will be reduced/dropped. Some others have lost mass amounts of weight, look incredibly gaunt, are now feeling bad, and are still being told it is not enough.

You can not gage everyone the same, when it comes to the ever shrinking charts. There are far too many factors, and how you feel personally had to be the most important. That can't be judged by anyone else.
