Was the bus stopped with lights on and/or the stop sign out?

Here in Florida if the bus is stopped like that you cannot move your vehicle unless you are in front of the bus (going the same direction as the bus) or you are going the opposite way and it's a divided road with a 5 feet minimum between the two sides or a true median.

That's what I learned when I received my permit & license in the state of Florida over 16 years ago. Unless things have changed...

Pinellas County, a few years ago there was a series of accidents where children were hit by cars coming off of a school bus, one child died. I know there is a severe crackdown on motorists regarding their conduct around school buses.
