What products are you using?
Even if there aren't any devacurl stylists close to you, you can still find a stylist that is willing to cut your hair dry. It sounds like your hair would be fairly easy to cut dry, and it would make a big difference. You may have to lose some length if you want the layers more even. But generally longer layers help decrease volume.
If your hair is frizzy, generally you need more moisture! Try using more conditioner, more deep treatments, and in general you may have to upgrade some of your products. I hope that helps.
