For the others who mentioned oils and such, I've tried all of those options and nothing has helped. The weird thing is that it rarely itches, it's just scaley flakes on my scalp.

Have you considered going to your family doctor yet? It really does not need to be a dermatologist. Most of the advice given on this thread could worsen one or more of the common scalp disorders. Pruritis is one possible symptom, many people with flaking do not have itching, it's not weird.
