Rinse out and leave in conditioners contain many of the same ingredients, sometimes rinse out are thicker/ richer. Companies prefer you to use rinse outs because you use more, waste more and buy more.

Assuming the product is CG friendly no specific ingredients should not be left in your hair they are all fine. The amount you use depends on your hair type and the specific product, use enough to start clumping and get a squishy 'seaweedy' noise.
