working for a school district (specifically with student discipline), I think this is wonderful. Granted, the parents may have to pay and maybe the kids won't learn - but I see so many behaviors that if someone just said "NO, THIS IS NOT ACCEPTABLE IN OUR SOCIETY" and imposed some sort of consequence, the behaviors would decrease (well, okay, that's purely speculation on my part) - when it begins to affect the parents, they will make better parenting choices (IMO), and many, many, of the things I see our students do is a result of disengaged (or uneducated - by this I mean, they simply do not know how to parent) parents
