Hey there! I don't know if Jessiebanana is around but she is low-porosity and protein sensitive (but has fine hair). You may want to look in her siggy I think she uses Darcy's Botanicals Pumpkin rinseout and CJ Smoothing Lotion (?) leave-in. I think those could definitely work for your daughter. I'd recommend using a leave-in if her hair is super dry.

Oils and butters don't really moisturize or condition, rather lock in the moisture. If she's low-porosity, I wouldn't really pick products that are oil/butter heavy as they won't absorb (as is happening). Oils/butter heavy products are more beneficial for high-porosity hair, but not as much for low-porosity hair. My hair is on the low end of the porosity spectrum and I avoid products with butters or oils in the first few ingredients.
