I wouldnt say *best* but it does compliment it. I dont see any significant increased performance by the pair. I will say that Curlkeeper works best when you use some sort of leave in conditioner or if your hair is allready naturally moisturized (aka normal hair vs dry hair). Curlkeeper on parched hair is kinda scary.
When applying the conditioner, it really doesnt matter too much how you put it in, as long as your strands are coated from root to tip. I comb it in because it's easier. I also let it sit on my hair for about a minute or so to soak in. Then I apply curlkeeper. Curlkeeper needs to be applied section by section. You can be very generous with it if you need to - I have yet to get buildup from that product. Dont forget - curlkeeper will boing the curls but dont expect weighed down curls. Even if you goop it on (which I would NEVER recommend - product is way too expensive for that, and I believe you want touchable hair).
If you plan on layering curlkeeper with a heavier product (ie fantasia IC, boots) I like to add the heavier product on first, and then finish with a light raking of curlkeeper - concentrating on the ends of my hair.
