How do recreate this look at home? How you you describe the hair cut? Is it face framing layers, with layers cut into her hair for definition.

She was in a movie called "Go" in 1999. This picture was from a scene after she had been walking in the rain and was soaking wet. Not the best picture to demonstrate but you get the idea.

That's a curling iron look. Take a small section, invert your curling iron, and wrap your hair around the barrel all the way down (it should wrap like a candy cane stripe, not wrap on top of itself), holding the end while it curls instead of clipping it to the barrel. It's easy, and looks good, but it takes a while to do your whole head. Start with your underlayers and clip the top sections up while you work your way up to the top layers.
