Highlighting my mother's hair! Advice needed?

Hi! I'm planning on highlighting my mom's hair at home, but I'm unsure of the best semi-permanent kit to use. There are just so many choices to choose from! Which brand is the best and safest? Her hair is black, and she wants either red or blonde-ish highlights.
