4a frizz help(pics included)

My hair is about an inch or so long, and I want to grow it out a bit longer, but it has little hairs sticking up all over and I'm not sure why.

This is what it looks like dry and brushed down with some leave-in conditioner:





This is what it looks like damp after being rinsed:








No matter whether I comb or brush the hair the little hairs are still there. All over my head. Mocking me.

I tried using shea butter and different creams to try and weigh the hairs down but those didn't help in taming the hairs either.

Is there a product that I should get that would help with the frizz? Am I doing something wrong? What should I do to make my hair look neater and less frizzy?
Are you using a boar bristle brush? Stop using it.

Yes, I think it is a boar bristle brush, I'll stop using it. The little hairs were there since before I started brushing, so I don't think that's the problem.
What do you moisturize and seal with?

I frequently use Motions Triple Action Leave-In Conditioner or just some Extra Virgin Olive Oil to moisturize, and Neutrogena Triple Moisture Silk Touch Leave-In to seal.
