I understand I'm shy too and i know exactly what you mean. I'm really good at reading people though, so i can normally tell if the compliment will be acknowledged or brushed off. Sigh. Idk, i rather admire silently to avoid any weird moments. lol.

Then just say "i really like your hair, it's nice." Or something simple and say it confidently. If they get the nervous vibe or anything, it'll instantly make it weird or awkward.

I see a guy at my school with great curls and his hair is black/dark brown but I don't know his name b/c were not in the same grade.I'll see what happens tomorrow if I say 'i love your hair'!
I sit right by a door in my office so when people leave they see the back of my head. I often get "loving the hair" comments as people come and go :-) oddly enough, usually on days I think my hair is a hot mess lol People love wild and crazy I guess :-)

or "your hair is just so springy & fun!"
My friends pull my hair and say, " it's sooo bouncy"
