I'm quite surprised by your posts. Had you continued to be disastisfied, a reply to my email or a quick call is all that was necessary. CurlMart has a reputation for excellent customer service, and we're always happy to help.
When you emailed, I went and looked at the shelves and boxes of approximately 90 bottles of that product. Every single one of them was filled as I described. I even poured one into a meauring cup; it contained the correct amount of liquid. Since you didn't write back to me, I assumed you had done the same and were satisfied.
I can't say what other sellers are doing... perhaps topping off the bottles w/water? I'll be happy to check w/ Deva to see if there's been some change lately. We get our stock direclty from Deva, and then stick it directly on the shelves, and then directly into boxes to ship to customers. (Whatever you're seeing on Deva's site -- yes, I would expect they would fill bottles to the top before photographing them. It's a styling thing.)
We've had trouble with another mfger's product settling quite a bit; their machine apparently puts a lot of air into the product/bottle as the bottle's being filled. When the product settles, the bottles are significantly less than full. We've worked hard w/ this mfgr to make sure our bottles are full of the advertised amount of product. And we've absolutely replaced customers' bottles that somehow got out of our offices w/ an unsatisfactory amount of product. But the clerks have been trained to check the bottles carefully before packing them.
