Laureth-23 in Gel?

I've been using the Herbal Essences Body Envy gel and really liking it. The second ingredient is Laureth-23. What does that ingredient do in a gel?

I believe it's being used as an emulsifier (to blend the ingred together). It is a pore-clogger for some according to some comedogenic ingred lists.
