Default will dry hair puff if cut short?

I went to the hairdresser today for a hair consultation and she said my hair is very dry - i didn't htink it was too bad at the moment in comparison to how I know it can be. I showed her a styke I like which was cut about jaw length - she siad my hair was in too bad a condition for a cut like it and that it would just frizz out a become puffy? She recommended a bob with very subtle layering ( at the moment I have a bad layer!). Anyway does any one know if she is right? I thought chopping it would get it back to really good condition as it is bound to be healthier near the roots? Should I take her advice or ask another hairdresser? I have to the 20th to decide as I booked in for then - but I could go elsewhere. Advice please! Thanks
