are astringents good or bad?

i bought a spray leave-in conditioner from boots, and the description on the back says this:

The bit at the bottom was intriguing - it prevents or fights buildup? My hair is easily prone to buildup and weighed down so I thought this was interesting. The ingredients are CG, here they are:

any of thos ingredients look bad?

and my main question - the word astringent for some reason to me sounds drying - is it? i'm oh so slightly confused

I don't know if it's a good or bad thing but I don't need my conditioner to cleanse unless I'm going to use it for a co wash.
That's like clothes that have soap on the inside, what's the point I don't get it?
