Ingredients After Fragrance

I've read in Paula Begoun's book, Don't Go Shopping for Hair Care Products Without Me, that if the ingredients come after the fragrance, the amount of those ingredients are negligible and won't have any effect on your hair.

Since then, I've noticed some hair products with half to most of the ingredients are listed after the fragrance.

My question: Is that a consideration before you purchase a product?

I will still buy a product that has the good stuff listed after fragrance or preservative. But, in my mind ingredients listed after fragrance or preservative don't count. For example, I like GFTN. The label says "with avacodo, olive, and shea". All of these are listed after fragrance. I suspect the reason so many people like GFTN is the Palm oil (3rd ingredient) and not the mini drops of avocado, olive, and shea.
Conditioners contain 50-80% water. There isn't that much room for anything else. The first 5 ingredients make up almost all of the product. Anything listed after that is only present in small amounts.

I also look at the ingredients in this way. If I see the preservative above the therapeutic ingredients in a product it goes back on the shelf.

The ingredients in products (beauty products, food, etc.) are listed in decreasing amounts by weight or volume. So if what your buying lists fragrance then other ingredients, it sounds like that's a heck of a lot of fragrance. Is there a specific product you're asking about?

I have notice this before, and it's kind of makes me give the product a side eye for a second. However, it doesn't mean that the product won't work well or isn't effective. This "fragrance check" usually just exposes some marketing ploys such as GFTN claiming to have the special 3 oils and then they're listed last. Same goes for TRESemme Naturals, which is one of personal favorites.

Interesting, because now the thought comes to mind that perhaps it's the formulation of the product that matters more.

I've read some labels where the first ingredient is water and the second ingredient is fragrance. Yet, the company is popular and is doing well.
