I can see why people say they love your hair. You've got great curls! It looks, however, like you could use a deep conditioning treatment, and given that you swim regularly, you might want to schedule regular DTs. There are lots of commercial DTs on the market, but if you're concerned with cost, you can also make your own. A simple but effective one I make is just a mixture of one tablespoon each of extra virgin olive oil, honey, and conditioner. Your hair looks pretty dense, so you may need to mix more than that (?) The conditioner I use in this mixture is DevaCurl One Conditioner, but you could use something less expensive from Suave or VO5, too. I leave it on my hair for at least 30 minutes before rinsing it out.
Sealing your hair might help, too. When your hair is still wet after you've washed or rinsed it (that is, not wet with chlorinated water), you can take some oil and smooth it over your hair to seal the water (i.e. moisture) in. I particularly like using coconut oil to seal my hair because I don't see that I get oil build up on my hair from it. Also, I myself don't use hair products with sulfates or non-water soluble silicones in them, and I really think that has helped maintain the moisture balance of my hair, but that's up to you.
One thing that you could try for your scalp is mixing drops of tea tree oil (you can get it at your local drug store) into a little water and applying that to your scalp. Tea tree oil sooths skin really well.
Since everyone's hair is different, you'll probably end up having to do some experimenting.
