Both. Women are typically more direct about it. However I have had quite a few men, as bluntly as women do, tell me they love my hair. My fiance compliments me non-stop. He is obsessed with them

As far as strangers go, I get more compliments from women. Maybe men think it would creep a woman out to talk to her about her hair just out of the blue?
As for people who know me, I get many more compliments from men.
