Wink thick out of control hair

my mom has super super thick curly n frizzy hair.
the top is less defined curls but underneath is more defined bouncy like curls.
it gets really dry and damaged easily.
she washes and conditions her hair once a week and uses sulfate free products.
i try and put products to mousturize her hair but it still seems to get super frizzy overnight or even at the end of the day.
she has shoulder length hair without any layers at the moment.
its hard to explain her hair type but its pretty unique her hair is just super coarse so its hard to keep it healthy and well maintained
should she get layers or keep it all one length?
what type of products do you recommend?
is there any tips or tricks you might recommend?

Does she do any deep conditioning or protein treatments? Does she leave any conditioner in her hair or does she rinse it all out? How often does she shampoo?

For me, doing deep conditionings, a protein treatment, leaving some conditioner in my hair, and not shampooing at all (using conditioner to wash my scalp instead) greatly reduced frizz and enhanced my curl pattern.
