Default Avoiding stringy ends?

I have been trying to grow my hair out for a long time, and the longest layer is just below my brastrap. However, the other layers are as short as just below my chin! A majority of my hair is to my shoulders. I want my length to look more full. Any suggestions on how to grow ALL my hair? haha

If your hair is all different lengths then growing it all out is the only way to let the shorter pieces grow into the longer ones. When it gets to a certain length where the shorter pieces have grown out a lot you can trim it to get it all one length. If you want it all the same you have to stop layering it and stop cutting the shorter layers.
