Is this an OK co-wash?

It is the woolworths homebrand everyday conditioner in berry blast,
Ingredients: Water (Aqua), Cetearyl Alcohol, Cetrimonium Chloride, Polyquaternium-47, Polyquaternium-39, Parfum, Citric Acid, Methylchloroisothiazoilone, Methyylisothiazolinone, Cl 14720.

I have very dry, damaged and protein sensetive hair, would this moisturize it?
And what is polyquaternium and do they build up?
