Do you think longer layers would solve that problem?

maybe. Is your hair fine and thin to begin with? Whenever I went to a stylist who gave me shorter layers, I felt like I had way less hair! Now my layers are longer and I feel like I have more hair even tho I know I don't. It feels fuller.
