Default Poofy, undefined canopy!

Before I start here's the low down on my hair: I have 3a curls and have bangs side bangs which I've been trying to grow out for a while. (their down to the top of my chin when straight). My hair is one length. About two months ago I got a Chi enviro treatment and I'm pretty sure it's almost completely worn out by now.

So my problem is that the top layer of my hair, and the sides, are so undefined and stick out so much. Especially my bangs in the front have a cowlick thing going on and will not stay down! When my hair is wet the hair near my crown and scalp are really tight waves that looks weird with the rest of my hair. The hair underneath is gorgeous and big curls!
I don't know what to do about the canopy though? Any ideas?

Thank you so much! I'm sorry this is so long but it is so frustrating! I end up having to pull my hair up in a ponytail every day now!

In case you need to know- my hair routine: shampoo and condition with tresemme naturals moisture rich. I leave in the conditioner and scrunch with a microfiber towel. I gently rake gel (Gf pure and clean gel) through the bottom layer then smooth it over the top and then air dry! And that's literally it!
