Does anyone use Curl Keeper OVER another product?

such as, over a mousse, or a gel? Is it made to be used UNDER a styling product? I see others use CIAB over a styling product...

I assume under the products to seal in moisture ? I have tried it on my daughters hair today and it made her 3a curls defined ( with gel only ) to 2b waves frizzy. Her hair grew 6 inches and is a puff ball, I will try over the gel tomorrow and see if that makes a difference.
