I think folks might be able to help you more if you show a picture of your ringlets, stringlets and the length thereof for each, and how you style. And are the ones around your face shorter? Length can affect how much it curls up.
When I want more clumpy ringlets, I use the SuperSoaker method. When I want more volume, I break apart the clumps, shake the hair, blow it more vigorously, then shake again. Different look. I don't always want the bigger clumps or ringlets. Sometimes I want a mass of gypsyish, air-ified curls (hair looks longer that way, too).
But, rather than mouse, something that enhances curls. I find I get more ringlets when: 1. I am in good protein-balance state and 2. when I style hair VERY wet, supersoak and 3. When I scrunch a lot when adding products (such as flaxseed gel or Re:coil or leave-in). So, in brief: Very wet styling/supersoaking, good protein state, curl enhancer, scrunching.
