I'm confused by those ingredients... potassium hydroxide is lye, basically. It (or sodium hydroxide) is the main ingredient in oven and drain cleaners. And as such, it shouldn't be anywhere NEAR your eyes. Or skin, for that matter, but I'm assuming it's diluted if it's in a soap.
A more direct and definite effect the potassium hydroxide (KOH) would have on hair is that it would raise your hair's pH level. KOH is very alkaline, and would most likely make your hair feel dry, coarse, and could even cause breakage. With all the oils that might be covered up a bit, but I'd still think that this might not be good for your hair.
