Default good hair days but rough hair

I was having weeks of bad hair days. Couldn't get my hair to curl and it just looked bad.
I've switched products. Now I'm using Neutrogena Triple moisture poo which is very gentle and moisturizing. It does have the a-cone and polyquat #7.
The gel I'm using is aussie tizz no frizz -- just a very small amount and it has polyquat #4.
I'm not worried about the #4 but I am a bit worried about the poo -- could it be causing my hair do feel rough?
I only use it maybe 3 times a week.
BTW -- I'm having great curl days! But it does feel rough. But all week, my hair has been perfect!
I've done some reading on polyquats and I still can't find a sound answer on polyquat 7. Would I need to clarify to get it out or no?? If it needs to come out... I don't know what polyquat buildup is like.

Are you using a conditioner as well?

On the days I don't use the poo - yes. On the days I use it no, it's SOOO moisturizing in itself. It I did, my hair would be weighted down
