I do see some cones in there, but they have PEG before them, does that mean they're water soluble- and is this safe to use??

Technically, yes, if you low-poo. Just co-washing probably won't remove them. But I wouldn't want to use something with polyquat-11 as the first ingredient, personally. Polyquats in general are causing me some problems, I think, and it's the main ingredient in this.
