What is undercutting

I was reading about different hair cuts to make hair less bulky and this showed up.

The “undercutting” method for removing bulk involves cutting the hair beneath the hairline very short (in some cases to the scalp) in order to create an even layer of hair. This technique is often passed on by those women who prefer to have total versatility in their hairstyle or who prefer more traditional looks.

I thought I'd look up undercutting on YouTube and this showed up:

Is this the same under cut the article was talking about?

Yep, that's how I always understood undercuts, a lot of people had them in my school in the 90's and one girl had curly hair, not really thick and she got an undercut.... it looked weird as when she walked the top layer of her hair would bounce as there was no weight or bulk... but then you saw the bald edges...
there must be an better option than an undercut ?

I used to get my hair undercut many years ago. I did it because the top layer of my hair would curl up and look like a shorter layer in the back, and it bugged me. The undercutting compensated for the different levels of shrinkage I got when my curls were dry. I don't do this anymore; just the occasional snip to the center piece in back that is wavy rather than curly -- my "tail".

LOL I had my hair cut like this in high school in the 90s - but it wasn't really to get my curls to lay better. It was more of a "look at me, I'm a rebel" thing

I wouldn't do it unless you really think you're going to keep it like that forever, or you don't think you'll mind the excruciating growing-out period. And you can't wear your hair up with this 'do unless you want the world to know you shaved the back of your head!
3A with some bits of 3B; fairly porous, I think (bumpy strands!), growing out old dye damage. No chemical treatments/color since 06/2010.

Growing my hair as far as it'll go - approaching hip stretched, waist curly!
Yes, growing it out took either one big chop of the top layer to make it even with the underside, or several smaller trims. The growing out was not fun.
