Problem with hair growth

Im taking Biotin but my hair dosent seem to grow. I can see on my roots that it has grown because of haircolor, but my hair still looks very short. Im wondering if it can be because of my split ends that the ends break of and then dosent look like it has grown?

Some say not to cut the hair/split ends and others say that it has to be done. What is the best thing for me to do if I want my hair to grow?

If you have split ends you definitely want to get them trimmed. Hanging on to split ends only allows them to split further up the hair line which prevents growth and causes more damage and you will end up cutting more hair later.
