I did the same thing a year and a half ago. I had my nearly waist-length hair shaved off to 1/2 a cm to donate to a cancer charity, and I've struggled with growing it back out ever since. My hair is also much straighter than it was, and is only now starting to show some signs of curling again. I was also very worried, but it seems to be getting back on track. It's just past my shoulders now (albeit 3 haircuts later) and curling instead of waving half-heartedly for the first time in AGES.
I think the hardest part is getting it to grow out from a really short style. That's been so frustrating for me, but it's been worth waiting it out. Good luck with your curls.
