Complexion Mist - Essential Oil Help Needed

I posted this in the recipes section, but I thought I'd try here as well, as there's more traffic...

One of my favorite face products - Burt's Bees Grapefruit Complexion Mist - has been discontinued.

I'm totally jumping the gun, 'cos I mostly use it in the summer, and I still have some stocked up - but I've been excited about trying my hand at making my own products lately, and I was perusing the essential oils at my co-op yesterday...

I want to try making this, but I'm unsure of what the ratio of the oils to water should be. Can anyone help?

Here's the run down -


purified water
lime oil
lemon oil
rosemary oil
grapefruit oil

What it does:

The essential oils of lemon, lime and grapefruit help balance overly-active oil glands, while rosemary helps clear troubled spots.

Can anyone help me out with a recipe? I saw one recipe for a toner that called for a total of 20 drops of various oils to 4 oz. water (well, it was water and vodka but whatever). Does that sound about right for efficacy? Any guesses as to what would be good amounts of each oil ? The mister I have is a 4 oz. one.
