What is the Best Soap For Hard Water?

I am a college student and the water where I live is VERY hard, and I don't have enough money to install a water softener. I prefer taking baths, but just about every soap I have tried causes nasty soap curds in the tube. This leaves me with really dry itchy skin.

I need a new soap that won't cause this. I have tried Dial, Ivory, Irish Spring, Safeguard, Zest, Jergens, Grandma's Lye Soap. Just about everything on the market, and my skin and tub are paying the price!

Need some help! I need something that isn't very expensive because I am on a budget.
