new state, new water, icky hair?

A bit of background, I grew up in Florida, and had awful hair, mostly because the people who were teaching me to "care" for it were straight haired and had no clue how to take care of curls. I moved to Colorado about 7 years ago, and ended up figuring out how to care for it on my own. I was using baking soda to wash with apple cider vinegar as a rinse whenever it started to feel oily(about every other week) and I loved it. It was soft and shiny and silky and not frizzy at all.

I just moved back to Florida, and my hair is an absolute mess now :( I tried to use the baking soda/acv method here, and had some forewarning that it would likely not work. Well, that was an understatement. It was sticky and gross. So I got some Dr. Bronner's soap, which a friend in Kentucky(also with hard water) uses, and while it takes the stickiness out, it comes back within in a day or two. I washed it yesterday and today when I tried to shower I could barely get my comb through it it was so bad!

Please help! Since I have no clue what is going on with my hair, what can I do to get it to be less sticky and, well, disgusting?
