I agree with the other replies. Brushing if VERY damaging to curly hair and it gives a lot of frizz. Shampoo (or rather the sulfates in shampoo) also make hair dry and frizzy.
There are many mild, sulfate free shampoos like Nature's Gate, Replenishing Shampoo, Chamomile, 18 fl oz (532 ml) - iHerb.com for example. Or try conditioner only washing.
I think if you'll apply this all you'll see a HUGE difference in her hair, but if there's still some frizz left and you live in a very humid or dry area, try avoiding glycerin, sorbitol, pathenol and honey in her hair products.
