The heads at the end....were they of zombies or real people? And was that last one they zoomed in on of the soldier they rescued?

Both. I saw Michonne's pets and the injured soldier the doctor was treating.
Did not notice the hanging skeleton.

Yeah, what was up with the tea?! I was wondering if it had some kind of anti-anxiety, happy pills in it or something (which made me think of Firefly, if anyone here watched that....trying to keep an entire population calm didn't end well there).

If they stick close to the comics, then the zombie aquariums are just the tip of the iceberg in terms of how twisted the Governor is. There's one particularly gross/disturbing plot point that I thought the TV show might choose to drop, but (without getting into spoilers) I think there was some foreshadowing in the last episode that suggests they might actually go there. Looks like this season is going to really ratchet up the creepiness!
